Can’t send IM chat message using API

When I’m trying to send IM message to user using API I got next response:
400 Bad Request {‘code’: 2, ‘message’: ‘Send IM Message failed, please try later again.’}
What does ‘code: 2’ mean? I can’t find any reference to this in documentation.

Same app code is well working with free account.
