Hi, I am the Account Admin. I am trying to build a Server-to-Server OAuth app to send SMS.

**My Configuration:**

1. My user has a **Zoom Phone License** and a **Direct Phone Number**.

2. I have enabled **“Allow third-party apps to send/receive SMS”** in _Account Settings \> Policy_.

3. I have verified that “SMS” is toggled ON in the global settings.

**The Issue:** When I go to **App Marketplace \> Add Scopes \> Phone** , the scope `phone:write:sms` is completely missing. I only see `phone:write:sms_campaign` and Outbound Rules.

Support confirmed this is a configuration issue. **What specific setting unlocks the basic `phone:write:sms` scope?**"

hi @Umair1 ,

welcome to the community.

You can not send SMS as an admin. So server to server apps can not send SMS

Taking a quote from a previous post

> Reason: You need to be a user, to have a phone account and SMS attached to you from which to send.
>
> To send SMS messages on behalf of users, you should create a general user-managed app rather than a server-to-server application. Server-to-server apps only work for messages sent on your own behalf, not for other users in your account. Users must authenticate and grant permission to the app to access the Zoom Phone SMS API if they want to schedule text messages for other team members.

all the best

Hey @Umair1
Thanks for reaching out and thank you @expertswho for chiming in. You are spot on!

I just want to add that you should be looking for the scope ,`phone:read:sms_message:admin`
Although its a POST request, the scope to access this endpoint is the one I shared.
I have engaged with the Engineering team to fix this but for now, please use the ,`phone:read:sms_message:admin` scope

I have tried these granular scopes from 3 different platforms as well as a manual API call and those still fail for sending SMS via API.

hi @Cedric1

Q1. Can the user send an SMS from thier account using Zoom and not any app?

> **[Initiate an outbound SMS - Phone - Zoom Developer Docs](https://developers.zoom.us/docs/phone/outbound-sms/)**
>
> Learn how to initiate outbound SMS messages from third-party applications using Zoom's SMS handler URI scheme and phone integration.

Q2. Has the user/account holder signed off on 10DLC

> **[SMS/MMS 10DLC Compliance for Zoom Phone, Zoom Contact Center, and Zoom Meetings](https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0059336)**
>
> A 10DLC campaign registration is required by U.S. and Canada mobile carriers to enable business-to-consumer

Q3. You are making this call as the user and not any admin or server-server app?

> **[Phone APIs - API - Zoom Developer Docs](https://developers.zoom.us/docs/api/phone/#tag/sms/post/phone/sms/messages)**
>
> You can access information from Zoom with Zoom Phone APIs to build private services or public applications on the Zoom App Marketplace.

All the best

John
