AD Sync error: code 200 access restricted

Trying to get AD sync working as per https://support.zoom.us/hc/en-us/articles/115005865543-AD-Sync-to-Zoom

Set up my JWT app w/ key and secret. When executing jar file I get the following error:

zoom.httpclient.RestTemplateClient: Error, code: 200, message: Access restricted, no privilege to do this action.

Where do I set privileges?
