I need to be able to get a list of all those that were invited to the meeting, not just the ones that attended. In one post it talks about having “Registration” enabled for the meeting. Is there a way to do it with out this part?

The short answer is Yes.
When you send invites / add registrants via your calendar, it is not really handled by Zoom, but by the calendar integration. To retrieve that, you will have to call their APIs (if they have any). If you need the data from Zoom, then your meeting needs to have registration required.
