Can I use GitHub instead of using the other platforms that require additional download?

I am new to coding.

Why do you have to download all these other platforms and pay for things that I’ve never heard of? I’m trying GitHub, and I don’t have access to any of those coding platforms! Is there another way you can create the app without all these downloads?
