Thanks for reaching out about this, and good question. In order for a developer to have access to the API credentials necessary to build an integration, they will need to be granted developer privileges. (More details on how to grant this privilege here.)
Note, however, that this would allow them to access any JWT credentials associated with the account. And because these are account wide credentials, it would provide them with a type of admin level access, via API.
