How do we pre-determine the people who will attend the webinar?
For example:
When we create webinar, can we sent user emails who will attend the webinar?

The supported way to handle this would be to require registration for the webinar:
You can then programmatically add webinar registrants via API, and they would receive an email letting them know about the webinar, with a link to join it:
