We are currently developing a Zoom Phone integration that includes the following functionality:

Inbound call screen pop using webhook events (
phone.callee_ringing) -
Outbound click-to-call via Zoom Phone URI scheme (
zoomphonecall://) -
Call recording retrieval and storage

OAuth 2.0 PKCE flow for user authorization
At this stage, we need to perform full end-to-end testing of the integration.
However, our developer account does not have an active Zoom Phone license. Because of this limitation, we are unable to:

Receive and validate webhook events

Test inbound/outbound call flows

Access and download call recordings
We would like to understand if there is a way to obtain a temporary Zoom Phone license (developer or sandbox environment) for testing purposes.

No specific API error. The issue is the absence of a Zoom Phone license, which blocks testing of Zoom Phone features.
How To Reproduce:

Create a Zoom developer account without a Zoom Phone license

Attempt to integrate Zoom Phone features (webhooks, call flows, recordings)

Observe that events and functionality are unavailable without an active license
