It seems that you are trying to access endpoints that require the user:read:settings:admin, and user:read:user:admin scopes.
Please make sure to have those scopes added to your integration so you could use the access token to reach those endpoints

And to see the Report in mooodle plugin, what is the scope that I have to add?
