Description
After upgrading our app to 5.13.10 we are typically getting only 180p sending from android and often only 144p. At best, we have not gotten over 300p.

To Reproduce(If applicable)
Steps to reproduce the behavior:
- we use paid account
- enable HD in account settings
- conduct 1:1 zoom call, full screen, active speaker view
- enable 720p with " meetingSettingsHelper.enable720p(true); "
Troubleshooting Routes
We have working solution with sdk 5.5 and 5.8. Updating to 5.13.10 to meet requirements introduced problem. We have tried all the various enable720p options, ran on high speed network, etc.

Additional context
Cannot read zoom logs, trying to see if they could help show what is blocking higher def sending. Android only.
