Webhook URL validation fails on Production General App despite correct CRC implementation

My webhook endpoint correctly handles endpoint.url_validation and returns
the correct plainToken and encryptedToken with HTTP 200. I verified this
with curl and the response is correct.

However, the Validate button in Zoom Marketplace always returns
“URL validation failed. Try again later.”

This blocks app submission. Please investigate on the platform side.
