What does participant_video flag do?

What does participant_video flag do? in createMeeting API rest call. Does it disable participants video ?

I don’t want to use webinar but want to start meeting with all participant video not enabled. i don’t want them to be able to start the video either,

Hey @rval,

participant_video sets either video on (depending on that users video settings) or off by default when the user is joining the meeting. They can toggle this after they join.
