Bypass office hours at the user level

Users need the capability to allow specific callers to bypass there business hours. For example, a user may need to receive all calls from his manager or CEO regardless of the business hours.
This is at the user level and not at the call queue or auto-receptionist.
At minimum, there should be an option for employees to receive calls from all internal contacts outside business hours.
The ability to allow external callers to bypass business hours is also important. A good example is a user who needs to receive calls from a security partner when security incidents occur.
