Getting Started With Zoom Phone Development

We develop a product that integrates with a CRM product with telephony providers. We integrate with some competitors and want to expand our offering to the Zoom Phone offering. What is the path for developing with Zoom Phone. We ideally would have a minimum of 2 lines to test throughout our development process and for purposes of demoing the solution to prospective customers. It doesn’t seem like the developer pricing plans cover Zoom Phone. Am I overlooking an developer program option for Zoom Phone integration development or do we have to purchase the lines for use?
