My Oauth callback is hosted on apps script (script\.google\.com), and so I can’t verify it. Posting here as I believe this is the right mechanism to request a manual review.

I’ve hit this same problem before with callbacks on platforms you can’t verify. In my case the manual review was the only way forward. Just share the exact callback URL and why you can’t place a verification file. That usually speeds things up and support handles it without much back and forth.
