Meeting RTMS event type not selectable in Event Subscriptions — Developer Pack trial active, admin-managed app

Hi team,

I’m building an app (General app, admin-managed) that uses RTMS to receive live transcript data from Zoom Meetings, powering an AI discussion-facilitation tool for a university research pilot.

What’s configured:

  • RTMS scopes added: rtms:read:rtms_concurrency_near_limit:admin, rtms:read:rtms_interrupted:admin, rtms:read:zcc_voice_rtms_interrupted:admin, rtms:read:zcc_voice_rtms_started:admin, rtms:read:zcc_voice_rtms_stopped:admin
  • Zoom Developer Pack free trial is active on the account (confirmed under Plans & Billing — 0/20 credits used)
  • Event Subscription webhook endpoint is added and has passed Zoom’s URL validation challenge successfully

The problem: under the event subscription’s “Add events” picker, the only category with RTMS-related events is Account → RTMS, offering only Zoom Phone and ZCC Voice event types — no plain Meeting-level RTMS events (meeting.rtms_started/meeting.rtms_stopped/meeting.rtms_interrupted), and none under the Meeting category either. The app’s Access page also shows “This feature is not available based on your product selection” on the Auto-start panel.

I found a very similar recent thread (App ID ve8GswEZTFOl2V_VvadRAw) with the identical symptom, where Zoom asked whether that app was user-managed vs admin-managed — ours is admin-managed, chosen specifically because our actual meeting topology has many individual hosts (students, in a research study) rather than one central host, so we wanted a single account-wide install rather than per-user authorization. If admin-managed is in fact why Meeting RTMS isn’t available, I’d appreciate knowing that directly, since it changes our app setup.

Client IDs:

  • Development: aRFxhi5RNuELU_ZigFrpw
  • Production: 07NPUcx4SLCByKHO0NxPA

Questions:

  1. Does Meeting RTMS require separate backend enablement beyond the Developer Pack trial and scopes?
  2. Is admin-managed vs. user-managed actually the blocker here?
  3. Does this require a paid Workplace plan rather than Basic/free? (Account is currently on Basic.)

Thanks for the help.

@Michael49 zoom meeting rtms event requires user level managed app.

does switching to user-managed fully resolve this, and given we’re also seeing an unresolved activation issue on a separate user-managed app, is there something else required beyond the management-type switch itself?

Separately: does the Zoom Apps SDK / in-meeting surface (shareApp, used for a different app we’re testing) require a paid Workplace plan beyond the Developer Pack credits? Our account is currently on Basic.
