Only getting records that have changed

I have a use case for only getting User and Phone records that have changed since the last API call.

If the phone and user records returned by the API had a ‘lastmodified’ date/time stamp AND the API allowed for a ‘ModifiedSince’ input parameter then we’d be good.

Can this be done today with the current API?
If not can we make this a feature request?
