Question on concurrent meeting

I have questions, I make business matching website and the website I need to have an API to create automatically meeting rooms as user requests,

but I found that one zoom business pro account only can make a lot of meeting but the only two concurrent meeting as the same time, now I need about 30 meeting as the same time,

am I correct to say that I need at least 15 hosts, does it mean I need 15 account? or one account and I buy hosts?

what package i need to buy from zoom and how many i need to buy, thank you
