This has been mentioned in other contexts: there is no way to get participants with raise hands using the Zoom Apps API.
Since raise and lower hand is included in the “Reactions” section of the Zoom client, it would make a lot of sense to include raising and lowering hand events with the onReaction Event just like every other emoji.
Currently the lack of detecting these events is a significant hole in functionality.
