Refresh token request - scope is null

We have an OAuth account level app with multiple accounts connected to.
For some of the connected accounts, we are constantly getting null scope in refresh token response (https://marketplace.zoom.us/docs/guides/auth/oauth#step-2-request-access-token)
although we do have permissions and are able to perform related API requests.
After reconnecting the account with our app, we’re getting back the expected scopes in refresh token response.
Any idea why this is happens?
