If a Zoom Phone user is using the Zoom Phone API to integrate with a custom application (rather than using an official integration app such as Zoom for Lightning), and wants to download a phone recording , does the user need a Zoom Phone Business license? This is stated in the Prerequisites of the API Reference.

That is correct. You will need a Business or enterprise account with a Zoom Phone license in your account to be able to query this endpoint
