Whether RTMS credits are billed to the app owner or to the meeting host's account when a published Marketplace app streams a customer's meeting

Hi,

I’m building a Marketplace app that uses RTMS for realtime transcript
and audio access. Before committing to the architecture I need to confirm the billing and entitlement model for meetings that are not searched the forum. I can find confirmation that the developer needs a Developer Pack with credits, but nothing that states what happens
when the meeting belongs to a customer rather than to me.

Four questions:

  1. Billing. When a customer installs my published Marketplace app,
    authorises the RTMS scopes, and RTMS streams a meeting hosted on
    their Zoom account, are the credits deducted from my (the app
    owner’s) Developer Pack? Or does the customer’s own Zoom account need
    its own Developer Pack and credits?

  2. Host entitlement. Does the meeting host need to be on a specific
    paid Zoom plan (Pro / Business / Enterprise) for RTMS to work, or
    does a Basic (free) host work once the app is authorised?

  3. Development vs published. I’ve seen reports of error 2308 when starting RTMS on meetings hosted by external accounts. Is that expected behaviour for an app in Development mode (which I understand is limited to the developer’s own account), and does it resolve once the app is published?
    4. Admin controls. Is there an account-level admin setting on the customer’s side that
    can block RTMS regardless of the OAuth scopes the user granted?

Zoom requires the app developer to have credits and require a participant-initiated REST start to target an invited participant who has joined.

Zoom staff has confirmed that Basic hosts are supported when the RTMS developer account has Developer Pack entitlement. Error 2308 is not necessarily caused by Development mode, so verify that the initiating participant was explicitly added to the invitation and has joined. Publication matters when customers must install or authorize the app because App Review is required before external users can add it. OAuth scopes do not override customer controls. Admins can disable Share realtime meeting content with apps at account, group, or user level, and hosts can still require approval or deny access.
