I’m building a Marketplace app that uses RTMS for realtime transcript
and audio access. Before committing to the architecture I need to confirm the billing and entitlement model for meetings that are not searched the forum. I can find confirmation that the developer needs a Developer Pack with credits, but nothing that states what happens
when the meeting belongs to a customer rather than to me.
Four questions:

Billing. When a customer installs my published Marketplace app,
authorises the RTMS scopes, and RTMS streams a meeting hosted on
their Zoom account, are the credits deducted from my (the app
owner’s) Developer Pack? Or does the customer’s own Zoom account need
its own Developer Pack and credits? -
Host entitlement. Does the meeting host need to be on a specific
paid Zoom plan (Pro / Business / Enterprise) for RTMS to work, or
does a Basic (free) host work once the app is authorised? -
Development vs published. I’ve seen reports of error 2308 when starting RTMS on meetings hosted by external accounts. Is that expected behaviour for an app in Development mode (which I understand is limited to the developer’s own account), and does it resolve once the app is published?
4. Admin controls. Is there an account-level admin setting on the customer’s side that
can block RTMS regardless of the OAuth scopes the user granted?Thanks.
