Zoom API as a Partner

Hi All,

Is it possible to use Zoom API as a partner, one of my client wants to use Zoom API and distribute it to his users.

Here is the details requirement:

Business owner will create a program using Zoom API and add multiple clients under his account where these clients will create meetings and add users to meetings without authorization of clients and meeting users.

Business owner will authorize first time and create clients, rest will be done by clients without authorization.

Please let me know possibilities.
