400 Bad Request: ”{‘code’:3000 “You cannot schedule a meeting for ○○

Starting September 16, 2025, the following issue suddenly occurred, preventing us from hosting Zoom meetings. Please advise on the cause.

■Issue
When attempting to host a Zoom meeting using the OAuth app,
Zoom returns the following error message, preventing the meeting from starting.

※This issue suddenly began occurring on September 16, 2025.
※It has occurred approximately 200 times.
※The Zoom accounts experiencing this error appear to be in the following state and seem otherwise functional:
・The Zoom account is registered and activated in our tenant.
・It is registered as a paid user.
・The refresh token’s validity period (90 days) has not expired.
・Today’s API call limit (100 calls/day) has not been exceeded.

■ Relevant Error Message
“400 Bad Request: ”{‘code’:3000 “You cannot schedule a meeting for ○○”
※○○ displays the Zoom account name (email address) attempting to host the meeting.

※ The Zoom APIs called by the OAuth app when this error occurs are:
・List user assistants
・Add assistants
・Update a meeting
・Delete user assistants

■Confirmation Points
Please advise the cause for Zoom returning the above error message.

Reviewing our system usage logs indicates an attempt to initiate a meeting involving host transfer for a meeting where a user other than the original organizer was hosting. We suspect this error occurred when the host transfer failed during that attempt.
