To Reproduce(If applicable)
Steps to reproduce the behavior:

  1. go to break out room
  2. wait for other participants joining with my video off
  3. other participants turn their video on
  4. the entire time at the BOR, the all participants’ videos are black out
  5. after returning to main room, participant’s videos appear normal.

Yes this has happened a few times, but not always for the same reason. Through your search, have you tested to see if the root cause for some of the other developers are the same for you?
