Can Enterprise Account Members (not Admins) create OAuth apps in Marketplace?

I’m an enterprise account member (not admin) trying to create an OAuth app.
I can access marketplace.zoom.us and click “Develop” → “Build App”, but on the next page showing app types (OAuth, Server-to-Server OAuth, Webhook, etc.), all options are greyed out and unselectable.

Questions:

  1. Is this a role-based restriction in enterprise accounts?
  2. Can regular members create personal OAuth apps without admin privileges?
  3. Is there a specific permission that admins need to grant for app creation?

My use case: Automatically download my own meeting recordings to Google Drive using Zoom API.

Additional context: Our IT department claims that:

  • “Zoom doesn’t have personal-level API development functionality”
  • “API key permissions cannot be granularly controlled”
  • “Only administrator-level accounts can create apps”

Are these statements accurate? Or is this a misunderstanding of Zoom’s capabilities vs. organizational policies?

It is not a role based restriciton just for entriprise accounts. It is a restriction in all account types.
Your account admin, will need to grant you developer permissions/role to be able to create apps in the Zoom marketplace

You could accomplish what you are looking for by creating a General oauth app user managed type, once you authorize that app, you will be able to get data from your own user.

Not only administrator level account can create apps BUT you do require certain permissions/setting to be able to create them
