Can a basic account create meeting through my oAuth application?

I created an OAuth app to create a meetings.

Currently, the application is not published on Zoom App Marketplace and now to test the possibility of creating meetings, I add users to my account.

All these users have a basic type of account, but they can still create meetings through Zoom API

And my question is this:

after I publish the application in the Zoom App Marketplace, will users (who are not related to my account) with the basic account be able to create meetings through my application?
