Can't submit App Submission because of Zoom API License and Terms of Use notification

Hi, I am trying to submit App Submission.
But after submit button, I get the following error notification;

“You must review and sign Zoom API License and Terms of Use before submitting apps for review. You may reload this page and try again.”

I tried reload and relogin, but it helps nothing.
Originally another user owns our app and had submitted already,
and recently we trasfered the owner to me.
Now I can’t submit App Submission.

How can I solve this problem?

I am also not able to edit my submitted app to add a privacy document. The name of my app is HealthSpace Virtual Care. Can you please assist?
