Create many meeting call by Zoom API

Description
I want to use JWT app to create multiple meeting call, and after read some threads I know that I can do that by JWT app, create Users (https://marketplace.zoom.us/docs/api-reference/zoom-api/users/usercreate) by Zoom API and make meeting for each user.

Which App Type (OAuth / Chatbot / JWT / Webhook)?

My question are: If I use the Pro Plan (Purchase up to 9 hosts per account) => That I can create more than 9 users?

I don’t really know that 9 hosts per account in plan, please explain it and suggest me by your through

PS: My expect are I can create unlimited user and each user can host a meeting at the time

@tommy, sorry for my question. That’s mean can I use the Zoom Pro Plan to create about 1k users and each user I can create a Zoom Meeting (1-1 meeting) at the same time?
