Dial-in unmuting issue

Users that dial-in are able to unmute themselves by pressing *6 – bypassing the muteAudioUponStartAudio method. This is preventing us from allowing users to dial-in anonymously in the event of a VPN blocking zoom server connection. We can’t risk having unmuted users on phone during our meeting.

@vic.yang I know you had mentioned this was going to get fixed but I’m not aware that it did and previous ticket got locked.
