Join before host webhook support for dial in only participants?

Description
Does not appear that the “participant joined before host” webhook supports dial in calls that meet this criteria. Anyone had any luck with webhook to notify if dial in participants join? or is this webbook truly limited to web/app users only?

How To Reproduce (If applicable)
Steps to reproduce the behavior:

  1. schedule a meeting, do not join as host
  2. dial in to meeting as participant
  3. no webhook sent via meeting.participant_jbh_joined
