Making participant co-host from web-hook

Hello,

My requirement is that, i will be using participant-webhook for joined participant and when i catch that i will check that email with my db data and verify it. If the participant joined is same as my email then i want to make this participant as cohost.
I have checked api for update meeting where i can pass the alternate_cohosts and update it.
Now my query is, Can i make any participant entered (verified with my db data) as cohost or it must be a user in my bussiness account.?
please enlighten me.

Thank you for reaching out to the Zoom Developer Forum. A user will need to be on your account in order to set them as an alternative_host. You can confirm this in our Alternative Host documentation.
