Not receiving webhook events

Description
We have created an OAuth app with webhooks enabled. We were initially receiving webhook events without issue but for the last month we have not been receiving any. It doesn’t appear there is a way to see the logs of webhook events we should have received since this isn’t a webhook-only app.

Is there any way to debug/diagnose this issue? Is there some hidden way of seeing the webhook logs for an app that is not webhook-only?
