We have given the Oauth App all required scopes but still getting below error.
Error Receiving:
Invalid access token, does not contain scopes: [billing:write:master, billing:master].
Oauth app is account level type

What endpoint are you calling when getting this error?
Thanks this was resolved. it took few hours to reflect the new scope accepted in the OAuth token
