We are building connectors for user provisioning. As part of this development effort, i would like to know if there is an option to enroll into free Zoom Developer account which have zoom API access. If there is no free developer account, please advise where to see the pricing /enrollment details. Thanks,

Actually your Zoom account should have access to our APIs. If you note in the documentation, in the Prerequisites you will be able to identify if for certain endpoint you need a Pro or Higher account.
For example, you can create a meeting using our APIs with a free account
So basically it will depend on what you are trying to accomplish and what endpoints are you trying to call.
