S2S OAuth read scopes not in picker

I have a Server-to-Server OAuth app and cannot find meeting:read:list_registrants:admin and meeting:read:registrant:admin in the scope picker. A Zoom developer advocate on the dev forum confirmed this is an account configuration issue that requires a support ticket.
