Testing tool oauth token generator 404

When using the testing tool in the documentation I get a 404 page when entering my client id and secret.

Any ideas why this doesn’t create a valid oauth token?

Now it says:
“clientId : M8OuYna0QnSl5Klzr2MlGA cannot be invoked by userId : H7gQlO1SSzWDhW0QcrXVmg (4,700)”

“clientId : xxxxxxx cannot be invoked by userId : xxxxxxx (4,700)”
