I am not sure of your question’s intention.
Basic licence users are ones with login and email account with Zoom.
Unlicensed users do not exist in any form apart from being people that use Zoom. So there can be not limit, but you can not add them or refer to them in your licencing.
But if you can send them an email and then you can give them the link to join a meeting

Hi, thank you for responding and I apologize for this late reply. We currently leverage ISV and generate custCreate users via API.
To clarify my question is there a difference between the max user count of “Basic” vs “Unlicensed” as controlled by this “Licenses and add-ons” setting

the limits on such users are to avoid abuse of free account.
So how many do you need and why?
Then contact sales, they can change limits if there is a reason.
