What could trigger webinar.registration_created events?

For webinars with registration not required, should we be expecting webhook calls of type webinar.registration_created? We’re seeing these events for one of our clients, but am not sure where they might be coming from. When we make a call to your API to get the registrant by ID for any one of these mystery registrants, we get an error message.

GET /webinars/{webinarId}/registrants/{registrantId}

{"code":3000,"message":"Registration has not been enabled for this webinar: XXXXXXXXXXXXXXX."}

Any insight would be greatly appreciated.
