What do the timestamps in a TIMELINE file represent?

Hello,

I am wondering what does each timestamp in a TIMELINE file returned by the get recordings API represent?

I took a look at this post already, but I am still a bit confused.

Does a timestamp represent when a person spoke a word, or a certain length of words? Can these timestamps be used to overlay speaker names onto transcripts generated by other applications for the same recording?
