Who all can join the meeting as a host using the start_url?

I am working on a demo account and I am able to schedule meetings using https://marketplace.zoom.us/docs/api-reference/zoom-api/meetings/meetingcreate, I have not created any users and I am scheduling the meeting for me user, I have noticed that the start_url provided to me can be used to start a meeting with host privileges. The URL provided (start_url) seems to be appended with some sort of a token and I wanted to know if it is a public link for joining the meeting as a host.

Say, If I were to send this URL to someone who is not me and is not logged in using my account on their desktop. Will they be able to start meeting as a host using this URL? If so which user will be the host?

Which App Type (OAuth / Chatbot / JWT / Webhook)?
