Meeting host is unable to start meeting without signing in to zoom account

We are creating a recurring meeting using API and the start URL is generated with Zoom Access Token (ZAK) for the host. Some times it allows a host to start the meeting directly without signing in to the zoom account, but many of the times it is asking to sign in. Is it possible to start the zoom meeting without signing in to zoom account for a host or any parameter is available to achieve this, if yes then please let me know the parameter name so that i can change API accordingly.
