Windows sdk 5.10.3 VideoRenderElement_ACTIVE does not follow active speaker

Description
When active speaker changes, the window created from VideoRenderElement_ACTIVE no longer follows the active speaker. it seems to stick to one specific speaker the whole time, and spotlight is not used.

Steps to reproduce the behavior:

  2. Click on ‘…’
  3. Scroll down to ‘…’
  4. See error
