Zoom Cloud Issue: when click the play_url "no permission"

After I use GET /users/{userId}/recordings API,
I can get response ‘play_url’.

however, When I share the link of play_url other person or open in non-logined broswer,
the page message said "no permission (in korean, ‘사용 권한이 없습니다.’) " .

Also, I check the share_recording value as ‘publicly’ by GET /meetings/{meetingId}/recordings/settings API so strange…

please give the solution. thank you.

Problem solved myself when I activated below option.
