Currently, when enabling Dial-by-Name at either the site or account level, administrators must manually add users to the directory. This adds unnecessary administrative overhead and increases the chance of missing users who should be discoverable.

Automatic User Inclusion
When Dial-by-Name is enabled at the site or account level, all users within that scope should be automatically added to the directory by default. -
User-Level Opt-Out Toggle
Each user account should have a toggle to opt out of being included in Dial-by-Name directories. This toggle should be accessible to both the user and the admin. -
Flexible Inclusion Options
I understand the current design may have been intended to give admins more control. However, a more flexible approach—such as an “opt-in first, remove later” model—would reduce setup time and improve usability.
This change would streamline directory management and make the feature more intuitive for admins and users alike.
