Is there a way to save meeting transcript to Zoom cloud without recording?

Is there any API to fetch only transcripts ?

No, currently there is no way to save meeting transcripts to Zoom cloud without recording.

The Get meeting recordings returned the transcripts. Here is the API for your reference:
