My oauth app (Paycor recruiting) is in draft mode, and requires meeting:master scope to allow users to create meetings for other users.
My user (qa@focodev.com) is an admin user but can’t authorize my oauth app. The message indicates I don’t have this permission: view and manage sub account’s user meetings.
It’s my understanding that admin users have this permission.
Why is it failing?

I see that you’ve since been in contact with my colleague over at developersupport@zoom.us, so it looks like this is squared away.
Just in case—removing the meeting:master scope should have resolved the issue.
