Can external users utilize the Zoom Meeting SDK to authorize through a redirect URL, obtain an access token, and subsequently create Zoom meetings using that token. I have tested this on a developer I wanna know if this flow would work for an external user.

Yes, external users can utilize the Zoom meeting SDK and authorize it through a redirect URL, but in order for this to work, your application must be published in the Zoom Marketplace.
