We created an app which is set as user level, but it requires account admin pre approval to install. According to the docs this should not happen:

Zoom account admins and owners can limit which apps are installable by users.

It asks for pre-approval even if the user is an admin and the only user in his own account, why does the user needs pre-approval in this case?
