We are using API to add users into Zoom so we can skip the activation email but we need to add thousands of users. Is there any way to add multiple users at 1 time instead of 1 by 1 using an API?

Unfortunately there is not an endpoint that you can use to add multiple users at a time.
Even though you can Import users from CSV file via the Web portal.
